Dereliction' charges against Chester mayor will be filed away...for now

Chester City Council is accusing Mayor Larry Forsythe of dereliction of duty, although it doesn't yet have the legal wherewithal to file the charges in court. "We're building a case," Ward 2 Councilman John "Woody" Woodruff said after Monday's council meeting.

Kenneth Laird Ibbs, 87, formerly of Cora Street, East Liverpool, died Saturday, July 4, 2015 at 8 p.m. at the Good Samaritan Hospice Center at the Heritage Valley Hospital in Beaver, Pa., following a brief illness. Born April 20, 1928 in East Liverpool, he was the son of the late Robert F. Ibbs who passed away Feb. 12, 1939 and also the late Mary Alma LeMoine Ibbs who passed away Nov. 16, 1965.
